So as you know I did the group policy editor thing= set to disable, and it works but today I got a notification about new updates and that I should install them... I thought windows updates are disabled how can I get notifications for them then... ? Also when I check in updates it says "no new updates are available" (weird)

however I don't really know if I should disable updates there as it still says automatic updates are turned off by my organization and in my experience if this update service is disabled windows defender won't get any new AV definitions.

You should upgrade to 1803 manually by following below steps. 1. Right click on Windows Start > Windows Powershell (Admin) Type following (or copy and paste following) one by one and Enter net stop wuauserv net stop cryptSvc net stop bits net stop msiserver Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old Ren C:\Windows\System32\catroot2 Catroot2.old net start wuauserv net start cryptSvc net start bits net start msiserver 2.
